The Hyper-V Virtual Overhead alarm is raised on excessive CPU being used by the hypervisor on a virtual machine. This is effectively the housekeeping overhead for a Virtual Machine.
When the alarm is raised, see your Hyper-V administrator for ways to address this issue.
